What is the name of this movie?

I saw it as a kid and only have the vague recollection of one scene. I'm not sure whether it's animated or not, but I'm betting it is. The only scene I remember involves something grotesque digging through a junk pile or some collection, finding something, and wrapping it up as a birthday present for some kid. I know this description is really, really vague, but I can't help but feel this spontaneous recollection of this particular scene came from somewhere.
