What is the best way to fix a rear quarter panel?

I got rear ended a couple weeks ago. I totaled and bought back the car. I shaped the trunk lid back to working order. The rear quarter is a little more difficult to figure out. The trunk where the taillight embly sets was basically folded in on it's self. I tried using a small dent puller but no luck. What is the best way to pull this out? I'm not looking for a pretty fix. All I need is to be able to put a new lamp embly so it is legal to drive. My friend told me I should hook one end of a chain to a telephone pole or something and the other end to the fender and use a come along to pull it out. Would this work?
