A tech told me my carb was froze up on my 4 hp briggs & stratton push mower, how can i fix this?

i want to know if i can soak the carb in a solution of some sort to unfreeze or unstick what is froze up in it.. or is there a simple way of this..also this is the older type carb without the priming ball
