Paul Bearer the greatest ringside manager in history?

I really like William Moody(Paul Bearer) but IMO the best Manager is Bobby Heenan. He(Paul Bearer) will tell you himself he did not create the Undertaker Mark Callaway did. And he is just along for the ride.
