Is it possible to bond copper sheet to steel sheet?

I'd like to attach some pieces of a sheet of copper over a sheet of steel (the steel is already welded in place, the copper is for decoration). I know I can't weld it on, so will it solder? Or glue? Would it need doing with rivets? Thanks.
