HELP! Serious Dog Problem... URGENT!!!!!?

Ok so my family rescued a 1 year old chihuahua from the SPCA. My husband and I work, so we aren't able to be home during the day. At first, she hated her crate, but we thought she would get used to it after time. It has now been 5 weeks and her "condition" is getting worse. She hates her crate and knows we will leave when she is put in it. We try to put her in the crate while we are home, so she knows that we aren't always leaving. We have decided not to leave her outside for the day (we have an electric fence) because we are afraid that some kind of hawk or owl will swoop down and pick her up, or another dog in the neighborhood will come and attack her. Now, whenever we put her in her crate, she whines and barks, and when we let her out today, she urinated frequently. We had kept her in her crate for 2 hours today. When we came home, she had slobbered all over the floor of her crate, which is what she does every time. We are thinking about getting a fenced-in, roofed large cage to go outside to keep her in with a doghouse, so she isn't trapped inside. We don't want her to roam around the house, because we cannot come home to let her go to the bathroom, and we don't want it in our house! We could use a cat door, since she is small enough (by the way, she is a mix so she is larger, 11 pounds) but we don't know about the safety of that. PLEASE help us, for we don't know what to do with her and we are VERY attached to her. We would hate to have to give her away!! we also heard about a medication you can give her but we were wondering about any health concerns or problems..? HELPP!!
